Would have to sign a refusal form that says you are putting yourself at risk and "endangering your baby". Was told that I would have to progress quickly to avoid a cesarean and no hospitals in AR allow vbacs.

not entirely true

I had a successful (dr. supported) VBAC at this hospital in July 2008.  There are doctors that will support this… BUT they refused to let me have an epidural because of liability.   I am fighting this right now so that others who want to try for a vbac can get the services they need.

Also, most other hospitals in AR do NOT have a ban against vbacs (they were obviously not telling the truth).
